About the project

 

Established in 2010 the National Library Resource (NLR) aims to expand access to the Russian libraries’ digital content in strict accordance with the national and international copyright laws. NLR is a non-profit institution, which acts under the guidelines of the Government of the Russian Federation special program “The Information Society: 2011 — 2020”; this program states that the National Library Resource is due to build its activity on the basis of the digitized funds of the Russian State Library, the Russian National Library, Presidential Library after B. Yeltsin and the state libraries of the Russian Academy of Sciences. Further development of the NLR is connected with the Decree of the President of Russian Federation “On the activities concerning the implementations of the state social policy” (07.05.2012); the decree prescribes no less than 10% of all titles of books published in Russian Federation to be digitized and included in the National Digital Library.

At the moment an organizational and information core of the project is the pool of the Russian national libraries: the Russian State Library, located in Moscow (Российская государственная библиотека, РГБ), the Russian National Library, located in St. Petersburg (Российская национальная библиотека,  РНБ), Presidential Library, main office located in St. Petersburg but also having its own regional offices (Президентская библиотека), and scientific libraries of the Russian Academy of Sciences (Российская академия наук, РАН). In the frames of the project the following key organizational-technical components are to be underlined:  

  • Information pool of the libraries having own full-text digital funds.
  • Electronic register of the right holders containing data on the holders as well as on intellectual products to which a digital access is to be provided.
  • Web-portal to provide search of metadata as well as essential information on NLR’s activities and information concerning  right holders, libraries-participants and all who participate in the project.
  • Organizational and technological tools to provide entering procedures for new right holders, including authors as well as publishing houses, and procedures for libraries, which intend to join the project.

 

The project was launched on June, 2010. On October, 2010, the Government of the Russian Federation issued a special program “The Information Society: 2011 — 2020”, which stated that the National Library Resource should base implement its functions on the basis of the digitized funds of the Russian State Library, the Russian National Library, Presidential Library after B. Yeltsin and the state libraries of the Russian Academy of Sciences.

The NLR implements its activities under the supervision of the Council of guardians. Basically, the Council controls how operational current activities of the NLR match its major aim; the appropriate competencesare outlined in the Charter of the NLR. The Council includes representatives of the Russian Government, directors of all national libraries (the Russian State Library, the Russian National Library and the Presidential Library) as well as representatives of publishing industry and business circles, including the President of the Russian Book Union S. Stepashin. All current activities of the NLR are carried out by the executive direction, which is supervised by the NLR’s president; at the moment the president of NLR is J. Poljakov, editor-in-chief of the “Literaturnaya gazeta”, Russia’s national edition established in 1830 by writers and for writers.
